2026 Developments

A Congressman, a SCIF, and a Prototype Built Wrong

In July 2026 a sitting member of Congress said publicly that he'd been inside a secure facility at Naval Air Station Patuxent River, the base where Salvatore Pais did the work behind the Navy's inertial-mass-reduction patents, and that he'd sat down with Pais himself. Representative Eric Burlison of Missouri, who sits on the House Oversight Committee, described the visit in a 2 July 2026 interview with Jesse Michels on American Alchemy. Also in the room, by Burlison's account, was Dr. Jon Kosloski, the director of the Pentagon's All-domain Anomaly Resolution Office. Pais confirms that independently in his own interview a month later, remarking that the AARO director didn't ask a single question, which he attributes to the conversation running non-stop.

That a test happened isn't new. As the patent table below records, the Navy spent about $508,000 on the Pais Effect between 2018 and 2019, and NAWCAD concluded the effect could not be proven. What Burlison adds is the inventor's own objection to how it was done. Pais told him the article that was tested hadn't been built to his specifications.

Burlison was careful about how far he'd take that, and the care is worth preserving. "I'm not putting words in his mouth," he said, "but I picked up that had they built it exactly the way that he had designed it, they probably would have had a more definitive result." The inference is Burlison's own, flagged as such by Burlison. Note what it does and doesn't claim: a more definitive result includes a definitive failure. On his account the work then stopped, though he hedged that too, saying they apparently didn't move on with it and that this was what he'd been told.

Treat the chain of custody carefully. It reaches us as a congressman recounting a conversation, in a podcast interview, and 4Orbs has not seen a test report or a contract number for the article Pais is describing. What's genuinely new is narrower than "the patents were built": it's that the inventor's objection to the test, and the identity of the people in the room, now come from a named elected official speaking on the record.

Pais' own reframing: suction, not negative mass

A month later Pais gave a 92-minute interview of his own, and used part of it to restate what his patents actually require. The standard objection to all of them is that they need negative energy, which nobody knows how to make in useful quantities. Pais' answer is that the objection misreads what the requirement is.

Energy density, he points out, is a pressure. So a negative energy density is a negative pressure, which is to say a suction. On his account you don't need the abstract notion of negative mass at all; you break spacetime locally, past what's called the Schwinger limit, and what you get is a pressure gradient that pulls you in. He credits the framing to H. David Froning, the aerospace engineer whose vacuum-propulsion papers the site covers separately, and reaches for the Imperial cruiser in Star Wars to describe it, vanishing as though sucked into the vacuum. He takes it further than the analogy does: on his account the suction pulls you into a different medium, "quite possibly another dimension".

As physics this is a reinterpretation, not a result. No experiment is offered, and the threshold he's invoking is a long way off. The Schwinger limit corresponds to a field of roughly 1.3 × 1018 volts per metre, or an intensity near 1029 watts per square centimetre. The most intense laser focus yet achieved, 1.1 × 1023 W/cm² at Korea's CoReLS facility in 2021, leaves a gap of more than six orders of magnitude in intensity. What that threshold is and where the number comes from is set out in the Schwinger limit 101 guide. The reframing still matters, because it changes what his patents are claiming, and it's the clearest statement he's given of the mechanism he thinks underlies all five. What it needs to produce negative energy in the sense the physics literature uses is another question.

The Schwinger limit cuts both ways

Pais treats breaking the Schwinger limit as the thing that makes exotic effects possible. At least one published result points the other way. Tello and Strong's 2025 paper in the European Journal of Physics, the same paper behind this site's correction to the spacetime-stiffness entry, concludes that the dissipative effects of vacuum polarisation would prevent a kugelblitz forming even at Planck scales. That is the Schwinger effect acting as a brake rather than an enabler.

Their paper is about kugelblitz formation specifically, so it doesn't refute Pais' broader programme, and nobody should read it as doing so. It does mean the same effect is load-bearing in opposite directions in two places the site cites, and that tension is unresolved. Smoothing it over would misrepresent where the physics actually stands.

Two notes on the source, since both bear on how much weight the above can carry. The August interview is hosted by Ashton Forbes, whose investigation this site was built around, so it isn't an unaffiliated venue and the question that draws out the suction-pressure answer is asked from inside that project. Pais opens with his own disclaimer that his views are his alone and not the Navy's.

The same interview also contains extended passages on the soul as a form of cold plasma, and on a civilisation of humans who followed the Sumerian god Enki into the ocean. Those claims sit outside anything this site can assess and aren't covered here. Taking the patents and the physics while leaving the rest is a judgement about evidentiary standards, and readers are entitled to know it was made.

All five patents were filed by the Department of the Navy between 2016 and 2019. Three were granted after Dr. James Sheehy (CTO, Naval Aviation Enterprise) intervened with the USPTO, declaring the technologies "operable" and citing Chinese competition. None remain active.

The Navy spent ~$508K testing the "Pais Effect" (2018-2019). NAWCAD concluded it "could not be proven." Pais was transferred to the Air Force Research Laboratory. Read alone that looks like a dead end, but the patents don't sit in isolation: Pais's filings cite H. David Froning, Sonny White draws on the same polarizable-vacuum lineage, and the filings line up beside those independent strands in the wider vacuum-propulsion network rather than closing it off.
